Walrein is definitely going to win hands down. It has one of the highest base stat total, not counting legendaries. If you want a good Ice pokemon, Walrein can't do wrong. The only thing bad is its ungifted low speed, but Azumarill's is even lower.

You can catch Marill before the first gym, its fast growth rate makes it very easy to overlevel, and it can learn plenty of strong normal attacks (and water attacks) throughout the game. Also it's fortunately not fairy type. This is the moveset I would recommend.
Gyarados is strong, it's just that its Attack stat is higher than its Sp. Attack stat even though it's primarily a Water type (which uses the Sp. Attack stat in gen 3). ... Gyrados isn't actually very good ingame.
Against full neutrality, Pelipper does more damage. ... Well look at that, Pelipper is taking more damage just like I expected. Pretty good for an unevolved pokemon that "sucks" and "has subpar stats".
Accepted Answer. It really depends on your opinion, and also what sort of strategy you want really. However, I recommend either a Wailord (good defensively), a Milotic (seriously hard to catch), a Walrein (I believe that is Water/Ice) or obviously Kyogre (legendary) if you can get him.
Wanderer. Stat wise, Wailord has a better special attack, while Gyarados has a better attack. So Gyarados is better for physical moves while Wailord is better for special based moves. (Like water based attacks.)
Tentacruel has amazing possibilites with its movepool, it has good sp. defense, learns mirror coat, and can improve its defense with barrier.
