Diancie was never really shiny locked in the first place. Because you can only get it through events, there wasn't any legal way to get a shiny one, as trying to soft reset for one wouldn't do anything. That being said, there has only been one event distribution of shiny Diancie.
A shiny Diancie is impossible to obtain normally because its shiny locked. However, due to Power Saves existing and the QR exploit, people are now able to obtain a shiny Diancie without fail. So technically, it's Legendary in those terms. But you're right, if any Carbink can become a Diancie, then it's sorta "pseudo-Legendary" similar to Phione or even Arcanine (it's called "the legendary Pokemon" in it's Pokedex). ... So Diancie emerging as a rarity still counts as Legendary.
