In short, Light Yagami HAS TO BE A God of Death because it would be the worst punishment imaginable for someone like him, who lives for the excitement of outwitting people and showers in the proliferation of his own name. He is simply trapped in nothingness as a God. Something Ryuk warned him of at the start.
